El Instituto Costarricense de Turismo (ICT) puso en funcionamiento durante agosto el Sistema de Gestión de Declaratoria Turística, una nueva plataforma digital que permitirá a las empresas del sector realizar de manera completamente en línea las solicitudes y trámites relacionados con este reconocimiento.
El lanzamiento oficial se realizó el lunes 10 de agosto en el auditorio del ICT, con la participación de representantes del sector turístico.
Según informó el ICT, la nueva herramienta busca agilizar los procesos y facilitar que las empresas puedan realizar las gestiones desde cualquier lugar, sin necesidad de trasladarse hasta las oficinas de la institución.
La plataforma también forma parte de la política institucional de “cero papeles”. A partir de agosto de 2026, las solicitudes deberán presentarse exclusivamente mediante el sistema digital, por lo que el ICT ya no recibirá expedientes físicos ni solicitudes enviadas por correo electrónico.
Entre los principales beneficios se encuentran la gestión 100% digital, la creación de un expediente electrónico, seguimiento en línea, disponibilidad del servicio las 24 horas del día, mayor trazabilidad de los procesos, reducción del uso de papel y una mayor eficiencia en la atención.
“Este paso nos permitirá transformar la manera en que se administran los procesos, fortaleciendo la eficiencia institucional, la transparencia y la atención brindada a las empresas turísticas”, señaló Gustavo Alvarado, director de Competitividad y Sostenibilidad Turística del ICT.
Actualmente, 2.088 empresas turísticas cuentan con Declaratoria Turística en el país. De ellas, 2.034 se encuentran en operación y 54 están en proyecto.
Las principales actividades corresponden a hospedaje turístico, con 702 empresas; agencias de viajes, con 596; y gastronomía, con 405.
La Declaratoria Turística es un reconocimiento que otorga gratuitamente el ICT a las empresas que voluntariamente lo soliciten y cumplan con los requisitos técnicos, económicos y legales establecidos en el Reglamento de las Empresas y Actividades Turísticas.
El trámite está disponible para empresas pertenecientes a las diferentes tipologías contempladas en el reglamento, entre ellas hospedaje, agencias de viajes, gastronomía, transporte turístico terrestre y acuático, arrendadoras de vehículos, actividades recreativas, spa, turismo de congresos y convenciones, entre otras.
Esta plataforma constituye la primera fase de la transformación digital del Departamento de Gestión y Registro de Empresas Turísticas. En próximas etapas, el ICT contempla incorporar otros trámites, como el otorgamiento de credenciales para guías de turismo y los certificados para el transporte turístico terrestre.
Las empresas interesadas pueden realizar el trámite mediante el Sistema de Gestión de Declaratoria Turística y consultar los videos tutoriales disponibles en el sitio web del ICT, donde se explica el proceso de registro, inicio de sesión, presentación de solicitudes y seguimiento de expedientes.

Tourism Moves Forward: ICT Digitizes Key Process for Tourism Businesses
The Costa Rican Tourism Institute (ICT) launched the Tourism Declaration Management System in August, a new digital platform that will allow tourism businesses to submit and manage applications and procedures related to this recognition entirely online.
The official launch took place on Monday, August 10, at the ICT auditorium, with the participation of representatives from the tourism sector.
According to the ICT, the new tool is designed to streamline procedures and make it easier for businesses to complete the process from anywhere, without having to travel to the institution’s offices.
The platform is also part of the ICT’s “zero paper” institutional policy. As of August 2026, applications must be submitted exclusively through the digital system, meaning the ICT will no longer accept physical files or applications sent by email.
The main benefits include 100% digital processing, an electronic file, online tracking, 24/7 service availability, greater traceability of procedures, reduced paper use, and greater efficiency in processing applications.
“This step will allow us to transform the way processes are managed, strengthening institutional efficiency, transparency, and the service provided to tourism businesses,” said Gustavo Alvarado, Director of Tourism Competitiveness and Sustainability at the ICT.
Currently, 2,088 tourism businesses in Costa Rica have a Tourism Declaration. Of these, 2,034 are operating and 54 are projects.
The main activities represented are tourist lodging, with 702 businesses; travel agencies, with 596; and gastronomy, with 405.
The Tourism Declaration is a recognition granted free of charge by the ICT to businesses that voluntarily apply and meet the technical, financial, and legal requirements established under the Regulation of Tourism Businesses and Activities.
The process is available to businesses belonging to the different categories established in the regulations, including lodging, travel agencies, gastronomy, land and water tourist transportation, vehicle rental companies, recreational activities, spas, congresses and conventions tourism, among others.
This platform represents the first phase of the digital transformation of the Department of Management and Registration of Tourism Businesses. In future stages, the ICT plans to incorporate additional procedures, such as the issuance of credentials for tourism guides and certificates for land tourist transportation.
Businesses interested in applying can access the Tourism Declaration Management System and consult the tutorials available on the ICT website, which explain the user registration, login, application submission, and file-tracking processes.
