On August 9, 1955, exactly 70 years ago, the Costa Rican Tourism Institute (ICT) was created through the reform of Law No. 1917, with the aim of ensuring a sustainable, supportive, and equitable tourism development model that contributes to improving the competitiveness and quality of life the country aspires to.

Over these seven decades, Costa Rica has consolidated itself as an attractive global destination, growing from receiving 329,000 visitors in 1987 to 2.6 million last year, thanks to a sustainable, inclusive, resilient, and innovative tourism development model.

Since its creation, ICT has developed strategic public policies, tourism infrastructure, and a Country Brand (“Esencial Costa Rica”) that projects itself to the world, promoting tourism, investment, and exports in an integrated way, hand in hand with Costa Rican culture, talent, and idiosyncrasy.

ICT promotes and participates alongside Costa Rican tourism companies in the world’s main international trade fairs such as FITUR (Spain), ITB (Germany), Top Resa (France), WTM (United Kingdom), Seatrade Global Cruise (Miami), and many others. Nationally, it has historically supported events such as Expotur and has promoted domestic tourism through platforms like Vamos a Turistear (VAT), in addition to providing ongoing training to the sector.

“Today we celebrate the 70th anniversary of the Costa Rican Tourism Institute. These have been seven decades in which tourism has transformed into one of the most powerful forces for the country’s development. Today, more than celebrating, we want to thank the communities that have believed in tourism as a path, the private tourism sector, entrepreneurs, guides, workers, visionaries, and those who have been and are part of ICT with dedication, professionalism, and a sense of mission,” said William Rodríguez, Minister of Tourism.

For his part, Alberto López, ICT’s General Manager, highlighted the commendable work of the collaborators who have been part of the institution over these seven decades. “This institution has been forged thanks to the effort of the citizens of this country. I am not only referring to those who had the idea of creating ICT, but also to those of us who have been staff members of the institution, retirees, and everyone who has, at some point, contributed to the country’s tourism,” López stated.

ICT leaves its mark along the way

Together with its team of specialists and professionals, ICT developed the National Tourism Plan, which seeks to contribute to achieving the 17 Sustainable Development Goals (SDGs) of the 2030 Agenda for Sustainable Development, as well as the Tourism Development Plans, the Tourism Sustainability Certificate (CST), and the Tourist Destination Management Program.

It also stands out for attracting airlines, creating the “Crafts with Identity” Program, managing the Orosi and Ujarrás viewpoints, building tourist police stations, and signing agreements with the Red Cross, among other actions, carried out by its 295 employees distributed between ICT’s Central Headquarters in La Uruca and the Regional Centers for Tourist and Business Support, located in Liberia, Río Claro, Quepos, Puntarenas, Limón Centro, and San Carlos.

Tourism is the sector with the greatest productive linkages in the national economy: agriculture, transportation, goods, industry, energy, commerce, manufacturing, among others.

One of ICT’s strengths over these 70 years has been the constant and joint work with the private sector, represented by tourism chambers and associations, alongside ministries such as Public Security, the General Directorate of Migration and Immigration, the Ministry of Culture, the Ministry of Environment and Energy, among other public entities.
